AB-2133 (Bill Quirk, D-Hayward)
AB-2133 (Bill Quirk, D-Hayward) has amended his bill to change the state’s greenhouse gas emission reduction goal from 40% below 1990 levels to 55% below 1990 levels by 2030. According to the Air Resources Board, the state is not set to meet it’s 40% target by 2030. The bill was referred for an emergency hearing by the Senate Environmental Quality Committee. While strong objections were raised by the business and trades communities about job and economic impacts, Dr. Quirk stated that if the state doesn’t reach the 55% goal by 2030 or if there are large economic ramifications, the Legislature or the Governor will just change the goal. Regardless of the policy issues, the bill passed on partisan lines, with Senator Dahle and Senator Bates voting “no.” This bill will now be sent to the Senate Appropriations Committee for another emergency bill hearing.
