Williamson Act Solar Cancellations (AB 1156) Passes to the Senate Floor

Authored by Assemblymember Buffy Wicks, D-Oakland, and opposed unless amended by the California Farm Bureau, Assembly Bill 1156 passed from the Senate Appropriations Committee and moves to the Senate floor. The bill allows for the first time a Williamson Act contract that includes prime lands of statewide importance and Farmland Security Zone lands to be canceled at no cost to the landowner. Though it was supported by large-scale solar and at the end of the session by Kern County Farm Bureau, attempts to narrow the bill so that it did not apply statewide were unsuccessful. The bill will likely proceed expeditiously through both houses and to the governor’s desk for signature as large-scale solar races to move projects through a pipeline before federal tax breaks end in 2027.
