Insurance Commissioner Orders One-Year Nonrenewal Moratorium for Pack Fire Area
Insurance Commissioner Ricardo Lara ordered insurance companies to preserve residential property coverage for more than 14,800 policyholders affected by the Pack Fire, following the governor’s Dec. 9 emergency declaration.
Under the order, no admitted or nonadmitted insurer may issue a wildfire-related cancellation or nonrenewal for one year beginning Dec. 9, 2025, for residential policies in four Mono County ZIP codes: 93512, 93514, 93529 and 93546.
Insurers must also offer to rescind any wildfire-related cancellation or nonrenewal notices issued since the declaration and reinstate or renew policies that were in effect at the time for properties located in the affected ZIP codes. The commissioner’s bulletin applies to all residents within the wildfire perimeter and adjoining ZIP codes, regardless of whether a property experienced loss.
Since 2019, California’s residential insurance moratorium—authored by Lara during his time in the state Senate—has provided protection to more than 4 million homeowners. Consumers who were nonrenewed prior to the emergency declaration and cannot secure coverage or who are dissatisfied with available options are encouraged to contact the California Department of Insurance for assistance.
