Automated Decision-Making System, Tech Displacement Notification Bills Clear Senate
Published Friday, May 22, 2026
Two California labor and workplace technology bills opposed by California Farm Bureau passed the Senate on May 20 by 28-9 votes and now move to the Assembly for consideration. Senate Bill 947 by Jerry McNerney, D-Pleasanton, would regulate the use of automated decision-making systems, including certain workforce management technologies, and impose new compliance requirements and potential legal liabilities on employers.
Senate Bill 951 by Eloise Gómez Reyes, D-Colton, would expand California WARN Act requirements by establishing new notification obligations for workforce reductions allegedly connected to automation or technology deployment.
California Farm Bureau opposes both measures due to concerns regarding regulatory burdens, compliance costs and impacts on employers using evolving workplace technologies.
