Democratic States Sue USDA Over Grant Requirements

Earlier this week, a coalition of 21 state attorneys general filed suit against the U.S. Department of Agriculture over new grant conditions tied to USDA programs, grants, cooperative agreements and mutual interest agreements. The lawsuit challenges the department’s 2026 funding conditions, which the states argue impose vague and unlawful requirements related to immigration, gender identity and diversity, equity and inclusion policies that are unrelated to the purpose of the funding. The coalition also argues USDA is threatening to withhold billions in congressionally approved funds unless states comply. The complaint was filed March 23 in federal court in Massachusetts.
