Workshops to Help Tulare Lake and Tule Subbasin Well Owners Report Groundwater Use by May 1 Deadline
Published Friday, March 20, 2026
The California State Water Resources Control Board will hold virtual workshops next week to demonstrate how people in the Tulare Lake Subbasin and Tule Subbasin who are subject to probation under the Sustainable Groundwater Management Act will need to report their groundwater pumping using the state’s Groundwater Extraction Annual Reporting System, or GEARS:
• Workshop for groundwater sustainability agency managers – March 24, 2-4:30 p.m. (registration required)
• Workshop for growers/groundwater pumpers – March 26, 2-4:30 p.m. (registration required)
A GEARS user guide is available to instruct people on how to report.
Well owners who are in these two probationary subbasins are required to report extractions and pay fees for their pumping by May 1 unless they are in a groundwater sustainability agency that has been given a “good actor” exemption by the state water board. Fees are $300 per well and $20 per acre-foot of groundwater pumped. Failure to report pumping by May 1 will result in well owners being assessed a 25% surcharge of the total monthly amount due on top of the fees owed.
