Administration Seeks Delay of Biden Era Poultry Tournament Rule

This week, The U.S. Department of Agriculture Agricultural Marketing Service announced plans to delay implementation of the Poultry Grower Payment Systems and Capital Improvement Systems final rule for 18 months. The rule, finalized in the final days of the Biden administration, would make several changes to the tournament system for contract growers. Supporters argue it would increase transparency and provide a more stable base pay, while others contend it could reduce efficiency by adding unnecessary regulatory burden.
American Farm Bureau Federation President Zippy Duvall issued a statement expressing disappointment with the delay. A public comment period will open on the proposed delay. The rule was originally set to take effect July 1, but the proposal would push implementation to Dec. 31, 2027.
