The Pet and Livestock Protection Act (H.R. 845)

The Pet and Livestock Protection Act, or H.R. 845, supported by California Farm Bureau, remains pending in the U.S. Senate after passing the House of Representatives in December 2025.
The legislation seeks to restore a federal rule finalized during President Trump's first administration that removed gray wolves in the lower 48 states from protection under the Endangered Species Act, or ESA. At the time, the U.S. Fish and Wildlife Service determined that gray wolf populations had exceeded federal recovery goals and no longer warranted federal protection. However, subsequent litigation overturned the rule, resulting in the reinstatement of ESA protections for gray wolves across much of the country.
If enacted, H.R. 845 would codify the previous delisting decision and limit future legal challenges seeking to reverse the action. Supporters argue the legislation would provide greater certainty for livestock producers and allow states to play a larger role in managing wolf populations. The bill now awaits consideration by the Senate.
