Williamson Act Bill Returns as Negotiations Continue

Published Friday, June 19, 2026
Assembly Bill 1156, by Assemblymember Buffy Wicks, D-Oakland, would make significant changes to California’s Williamson Act and expand opportunities for certain agricultural lands to be converted to solar-use easements. The bill has been taken off the inactive file and is awaiting referral to the Senate Local Government Committee.
The bill is expected to be amended as a result of ongoing negotiations between the governor’s office and the author. While amendment language is not yet in print, Farm Bureau has continued to engage Senate and Assembly leadership regarding the policy concepts under discussion and the legislative process being used to advance them. Farm Bureau remains concerned about proposals that could weaken existing farmland protections and make it easier to convert agricultural land to nonagricultural uses.
Once amended bill language becomes available, Farm Bureau will evaluate the proposal and is prepared to activate members through a FarmTeam alert if additional advocacy is needed.
