H-2A Minimum Wage Bill Moves Through Assembly Labor

Assembly Bill 2646 by Assemblymember Maggy Krell, D-Sacramento, which would establish a $19.75 minimum wage for certain agricultural workers, passed the Assembly Labor Committee on April 22 and has been referred to the Assembly Appropriations Committee.
The bill applies to nonresident agricultural workers whose employment is authorized by the Employment Development Department or the Labor and Workforce Development Agency—commonly understood to include H-2A visa workers, as well as “corresponding” workers employed by the same employer in the same county.
The California Farm Bureau opposes AB 2646 due to concerns of increased labor costs and potential impacts on agricultural operations.
