Employer Healthcare Bills Advance in Legislature

Two bills addressing employer-related healthcare obligations and reporting requirements advanced this week. Assembly Bill 729 by Assemblymember Mia Bonta, D-Oakland, establishes the Employer Responsibility for Medi-Cal Trust Fund to help offset the cost of Medi-Cal coverage. The fund is expected to be supported by a future employer tax, though details, including which employers would be subject to the tax, have not yet been finalized. The California Farm Bureau opposes.
Senate Bill 1284 by state Sen. Lola Smallwood-Cuevas, D-Los Angeles, would require the California Department of Health Care Services to publicly report employers with 100 or more employees whose workers or dependents use Medi-Cal. The bill does not account for factors such as employer-offered coverage, employee eligibility timelines or the seasonal nature of some work. The California Farm Bureau opposes.
