Comments Submitted on CPUC Carrier of Last Resort and Network Modernization Proposal

California Farm Bureau submitted comments on the staff proposal at the California Public Utilities Commission regarding the process for transitioning landline telecommunications to new technologies. Comments stressed the need to maintain 911 capabilities with any new technology; regulations that prevent carriers from randomly picking and choosing for whom to maintain service; requirements to maintain infrastructure quality; support for increased staffing at the commission to ensure requirements during transitions were upheld; development of a framework to ensure that customers receive robust information about any transition; and requirement that providers designate qualified staff to assist customers during any transition, which is similar to what Washington implemented. California Farm Bureau is also a part of a legislative coalition on the same topic, since it is anticipated that legislation will be pushed again this year.
