USDA Farm Security Action Plan
Under the U.S. Department of Agriculture National Farm Security Action Plan, the agency is advancing actions related to foreign ownership of U.S. agricultural land and federal purchasing programs. These efforts include opening an Advanced Notice of Proposed Rulemaking on the Agricultural Foreign Investment Disclosure Act to solicit public input on reporting requirements and strengthening implementation of USDA’s BioPreferred Program, which establishes mandatory purchasing requirements for federal agencies and contractors.
Foreign ownership of agricultural land has drawn increased scrutiny in recent years, largely because existing reporting requirements have been weak or inconsistent, resulting in an unclear picture of how much U.S. farmland is foreign-owned.
